The Requirement
The International Civil Aviation Administration (ICAO) has mandated that all pilots and air traffic controllers that work in the international environment to be certified at ICAO Level IV English proficiency level. The goal is to increase safety in air travel by improved radiotelephony communications. There are six levels of English proficiency. Level IV is the operational level for pilots and controllers. ICAO has left it up to the states (countries) to set their certification requirements based on the ICAO standards. Three steps are necessary to meet the ICAO requirement.
1. Placement Test Determine pilot/controller current level of English proficiency
2. Training relevant personnel while maintaining operations
3. Certification Test for licensing
